ECONOMIC DEVELOPMENT
- 2010 Economic Development Incentive Deferrals Restoration – “Make whole” the economic development incentives to employers and projects that were deferred during the 2010 state budget crisis the remainder of which are to be refunded in 2013
- Smart Growth / Redevelopment – Legislative action on the Buffalo Niagara Partnership’s Smart Growth and Redevelopment Action Agenda, which includes;
- Asbestos Remediation Tax Credit (S1671A/A5365)
- Brownfield Cleanup Program amendments & reauthorization
- Environmental Restoration Program recapitalization
- Historic Preservation Tax Credit reauthorization, project cap increase, and bifurcation of federal and state credits
- State Environmental Quality Review (SEQR) – SEQR should be reformed to establish an efficient, predictable and fair environmental review process
- Early Stage Funding – Reinstatement of a competitive NYS Small Business Innovation Research (SBIR) Program providing matching awards to companies receiving federal SBIR grants
- R & D Tax Credits – Extension of the current New York State Qualified Emerging Tax Company (QETC) facility, operations and training credits through January 1, 2017
- Continental 1 – NYSDOT replacement of federal funds needed to complete the Route 219/Continental 1 Supplemental Environmental Impact Statement (SEIS)
- Liquefied Natural Gas (LNG) – Amend environmental conservation law to exempt the storage and transportation of small quantities of LNG (S1119/A4202)
- Marcellus Shale – Issue permits for the development of wells in the Marcellus Shale
